The Dogfish King

A muddy island in the middle of a stagnant pond. A castle built of rotting pieces of boats, carts and scraps of stitched canvas. The dogfish king lives here, an elderly hermit who wears the putrid head of a giant dogfish as a helmet, which has contracted and dried in place on his head. He speaks in a rough, doglike voice. His isolation and the putrifying gasses of the fish head have driven him mad.

In his madness, the dogfish king has attracted the attention of Goganvardy The Suffering, a lesser deity of disease. He is attended by 13 goblins who are devout cultists of Goganvardy, and spread his blessings by throwing rotten fish guts at anyone they meet (on hit, save vs poison or suffer skin rot for 1d6 weeks. You cannot heal through mundane or magical means while suffering from skin rot).

The dogfish king can absorb any illness into himself. He can also pull a diseased worm from his fish helmet that can be fed to an unwitting victim to infect them with skin rot. In exchange for either of these services, he expects an errand in return. He pulls an eye from the fish head that he can see through in order to make sure the task is done -- It is possible to blind him by sending two parties on two errands.
